Maryland is the 20th largest state by public school enrollment with approximately 889,971 students enrolled from pre-kindergarten through grade 12. In the 2022-2023 school year, 111,386 students with disabilities aged 3 through 21 years received special education and related services on an Individualized Education Program (IEP), representing 12.5% of the total student population.
In the same school year, 9,306 and students with disabilities aged 3 through five years received preschool special education services through an IEP and 1,384 children with developmental delays and disabilities received early intervention services through an Extended Individualized Family Service Plan (IFSP). As such, 4.9% of preschool age children received services on an IEP or Extended IFSP.
From October 2, 2021 to October 1, 2022, the Maryland Infants and Toddlers Program (MITP) provided early intervention services to 16,990 infants and toddlers aged birth to 3 years with developmental delays and disabilities through an IFSP. This represents 8.0% of all children birth to 3 years in Maryland.
